Why would anyone do that to their playerbase? Well, to drive sales, obviously. You instill it in your playerbase the moment you decide to remove things and exacerbate it whenever you tell your playerbase exactly what, when and how things will be removed. Whenever you feel pushed to do something because you fear it might be removed later (or worse, know it will be removed later), that's when FOMO kicks in. Most of the time it feels like they are replacing the 'neutral' version of a set piece so only the class whose set it originally was can wear the full set on all difficulties while others will miss out on shoulders or helm for example since it came from a World Boss or something, but for Rogue Antorus set the boots just don't exist. Like I'm pretty sure Rogues still can't get boots for their LFR/HC/Mythic Antorus set since the only pair of boots were a drop from the Greater Invasions or whatever and those are always normal difficulty.
